neon tetras, are they bullys

Hi, I have a neon tetra and a similar fish with a red tail, little bit smaller, the neon keeps chasing it. Are they playing is it actually bullying the other one. Its funny to see but dont want it to be stressing out the little one.

Do you have one of each species or a shoal of neons and a shoal of the smaller species?
Tetras should be kept in groups of 5+ to spread any aggression, make the individual fish feel safe and encourage natural behaviour. If the fish are alone it is not surprising that the neon is bullying the smaller fish as they do have a pecking order.
Is the tank new or fully cycled?
