Angels can grow pretty big, they need a good sized deep tank as they grow to around 6 inches. I have just put a pair of midnight angels in my 190l Juwel Trigon, mine are still quite small at only 3 inches from top to bottom. A quick look online tells me a pair will need atleast a 120l tank, 150l would be better.

2 Midnight Angels
2 Dwarf Gourami
1 Clown Plec

Forget the next size up, go for the biggest tank you can afford/fit in your house. Angels require a tank at least 2 foot high, 18 inches deep and 4 foot in length. these fish grow to about 6 inches and then the fins can make total height around 10 inches.
That's my personal view mind, others may think different.

planted tank
3 oto's
6 lemon tetra
6silvertip tetra

marine setup fowlr
volitan lionfish
lemonpeel angel
crimson hawkfish

A lot also depends on the type of angels (some grow bigger than others) the number of angels you want to keep, and other tank mates.
I would put angels in smaller than 4ft as long as it had height. No smaller than 3ft length though.
