why wont my ammonia level go down?!?!?!

Ok so had the rio 180 for 6 weeks or so, i put old media in the new tank to speed the process up etc, anyways tested water everyday and my tank eventually cycled, so added a few fish each week or so, but thru out all this, my ammonia will NEVER go down to zero, its always 0.25ppm , never goes higher than that tho, nitrite level is 0ppm (that did rise then went back to zero) and nitrate was 5.0ppm and has been for a while, but the other day i did a big water (60/70 %)change to see if i could get the ammonia down to zero, but the only thing i suceeded in doing was drop the nitrate down to 0ppm,it has come back up to 5.0 now tho, im just confused has to whether my blooming tank has cycled or not, or going thru a mini cycle?!?!? argh!!!!!! fraustrated.com!!!!!!!

PS: my fish are all fine, no signs of distress, all eating well etc

Have you tested the water straight from the tap? if not try it

Yeah i did and it was between 0 and 0.25 which is a bit worrying , seeing has we drink it :S
