Ideal water conditions but tank still cloudy

Hi , I have had my 200ltr tank up and running for over a week now and it is still cloudy. I thought it was a case of bacterial bloom so as advised I have left it running and have been doing a 15% water change every few days I checked the water conditions this am and every thing seems perfect according to the charts could there be another reason for the cloudiness the filter is a fluval U4 the fish seem extremely happy so am a little confused at this point

It's not always clear (no pun intended) why some tanks develop cloudiness and some don't even when set up under similar conditions. It can be influenced by a lot of factors, like local tap water, décor, temperature, etc.

I assume the gravel or sand substrate was rinsed well before adding?
