I don't have any personal experience with these, as they are illegal in my country, but a bit of reading online suggests it may be normal and/or the frog could be shedding.
Is the frog otherwise acting normally and all the water parameters correct for this particular amphibian?

I found this http://www.flippersandfins.net/adffaq.htm helpful when I kept ADFs. There's a link on there to a forum.

Your frog could be early stage shredding, but it's normally quite a quick process.

They can get fungal infections. If it's Chytrid, you'll need to act quite quickly using Lamasil liquid, not cream (athletes foot treatment from chemist - avoid telling them it's for frogs as they're not licensed to sell for animals).

Fingers crossed it's shredding :-) How long have you had them?

If you've had them 2 years I don't think it's likely to be chytrid. If you did need to use the lamasil, you use it in separate tank and basically bath them in it daily - it's alot of messing, but it did save 2 of mine.
