fertiliser gravel

Basically i am looking into getting fertiliser gravel for this tank i am setting up but was wondering how much i will need? i am looking at the stuff in the link below but was wondering how much i will need? the tank size is approx 24" long and 12" wide so want enough to cover this area and be approx 2cm deep as that is the required depth for it as well as normal gravel chucked on top.

link to the stuff im getting but do i need 5.8kg or 2.8 kg?

5.8Kg will see you right, 2.8Kg I doubt would be enough

Would it be ok to use an undergravel filter with this fertiliser as well?

I wouldnt recomend it you will most likely suffer from algae issues due to nutrients in the water column, usually this type of substrate is intended to be a base layer topped off with a fine gravel of some description.

I have always used an undergravel filter in my tanks so not using one will be a bit alien to me! what will i have to do to keep a bacterial colony going? I will have a internal mechanical filter running (fluval 2 plus) and will do the weekly changes using API stress coat as the conditioner and API stress zyme as the bacteria but unsure if there will be anything else i will need to do? I eventually (when the tank is fully cycled and mature) want to put an amazonian puffer in the tank as that is what i am setting it up for but im worried that without an undergravel filter its all gonna go wrong!
