A properly balanced and maintained tank should have no need of a fish to clean algae or waste. None really just eat waste, they merely eat what falls from above. This does not mean they do not need proper feeding.
Dwarf loaches need a sandy substrate and a minimum of 5 fish. They also need to be in a well matured tank (older than 6 months).
The idea is to make sure you have fish that live in the different strata - bottom feeders, mid feeders, and top feeders. Many fish will actually swim all over the place as well which makes things easier. The word catfish covers thousands of species, many of them do not eat algae.
Depending on tank size, I would recommend an Ancistrus catfish, aka bristlenose.
