I'm hoping that this is very much advanced planning... but when the big tank empties, it will be big enough to hold a single small ray (plus a couple of larger fish - but no more than 1 ray from what I understand)

it's a 500 litre tank. So it's already only just big enough for the smaller breeds of ray. Just curious, other than a single arrowana (which I really don't want to get - EVER) what fish would I be able to put in?

The tank is currently occupied very happily by 2 Oscars, and various other fish... they all get on, and are all healthy. So... future (and possibly just hypothetical) planning only at the moment.

I'll probably not be allowed to upgrade this tank - but might be allowed to replace a 3ft tank with another 6ft tank.

Have you been in to Wharf and spoken to Richard?? If you want advice on keeping rays, and someone to provide you with a healthy fish and lots of help along the way, I really really don't think you could find a more knowledgeable and helpful person.
Rays go well with discus and other peaceful fish but will happily eat tetras and smaller fish. You don't really want to keep them with cichlids and other large fish because they'll take all the food from the ray and produce a lot of waste which again will cause the ray problems.
